The Founder and President:
Robert A. Jenkins
A distinguished
retired member of the Metropolitan Police Department (MPD). Mr.
Jenkins joined the MPD in May of 1970 and upon completion of
instruction at the Training Academy, was assigned to Traffic Division
as an Accident Investigator. Mr. Jenkins was promoted to a
Supervisor in Youth Services and responsible for oversight of the
arrest and detention of youth offenders. In 1986, Mr. Jenkins
wrote the Police Cadet Training Program for the Metropolitan Police
Department and was the program Manager for approximately (4) years.
In 1991, he was reassigned to the Fifth District in charge of
Community Relations which included: handling community meeting,
crime related school problems, developing anti-drug programs,
developing community centers and out-reach programs. He then
retired from the Police Department after 22 years of service.
Director of Operations:
Carl V. Profater
Carl V. Profater Jr. retired from the
District of Columbia’s Metropolitan Police Department, holding the rank
of Assistant Chief of Police. At the Police Department he was
responsible for the day-to-day operation of personnel administration
and operations for more than five thousands (5,000) employees. He
reported directly to the Chief of Police and served as acting Chief in
his absence. Mr. Profater served as president
and CEO of PPC&H Security. He currently serves on the Board of
Directors of A&D Security. His academic background includes Federal
City College, University of the District of Columbia, American
University, the FBI National Academy and the Office of Personnel
Management Executive Training Center. He is a member of the FBI
National Academy associations, the DC Police Retired Associations,
NOBLE (National Organization Black Law Enforcement Executive), IACP
(International Association of Chief of Police), a former member of the
Board of Directions for Big Brothers and Sisters of America, DC Family-
Child Services, Shaw Food Committee and the Metropolitan Police
Department Boys and Girls Club. Currently holds a Top Secret Clearance.
Director of Personnel/Contract Compliance:
Romaine A. Jenkins
Romaine A. Jenkins is an honor graduate (Dean’s
List) of Howard University where she received a Bachelor of Arts degree
in Sociology and is a distinguished retired member of the Metropolitan
Police Department. In June 1965, Romaine Jenkins joined the District of
Columbia’s Metropolitan Police Department and was assigned as an
investigator with the Woman’s Bureau. Her duties included protecting
the First Lady and other visiting foreign dignitaries. Afterward, she
was transferred to the Youth Division, where she investigated juvenile
offenses and child neglect and abuse case. In
1968, Romaine Jenkins was assigned to the Homicide Unit as the first
female detective in the unit for four (4) years where she was promoted
to Sergeant. Afterward, Romaine Jenkins was assigned to the patrol
division as a supervisor for two (2) years. From 1974 to 1984, she was
assigned to the Sex Offense branch, where you supervise the
investigation of sex offenses case. In
1984, she transferred to the US Attorney office as a supervisor of the
career criminal unit for ten (10) years. This
unit investigated major crime figures that were chronic offenders. Romaine
Jenkins retired from the department in 1994 after thirty (30) years of
service.
Controller: Veary C.
Kin
As controller she
supervises Accounting Department, Human Resources Manager, and
Contracting Department and oversees financial analysis, financial
audits, G/L, A/R, A/P and fixed-asset accounting in accordance with
Generally Accepted Accounting Principles (GAAP) standards. Develop and
manage external financial relationships (e.g., banks, insurers,
auditors). Assist with operations as need. Maintain office oversight
authority in absence of the President. Ms. Kin has over a decade of
experience in the Accounting field and over seven (7) years of
experience in the security business. Her skills include the capability
to manage teams and the ability to solve problems with a focus on
customer satisfaction. Ms. Kin manages all Financial and Accounting
functions for Jenkins Security Consultants, Inc., to include full
charge of payroll for over 450 employees bi-weekly. She has built a
finely tuned accounting and human resource department, fostering a
collaborative environment that improved productively, individual
accountability and team morale. Formulate and implement departmental
and organizational policies and procedures to maximize output. Monitor
adherence to rules, regulations and procedures. She design, establish,
and maintains an organizational structure and staffing to effectively
accomplish the organizations goals and objectives. Coordinate, manage
and monitor the workings of various departments in the
organization. Ms. Kin possess ability
to work independently and under pressure. Ms. Kin has strong management skills
and has managed her own company (VMT Corporation and Management
Solutions).
Director of Government Operations:
Melvin Foster
Melvin
Foster is the Director of Operations for Jenkins Security. A graduate
from Dunbar Senior High School and The University of The District of
Columbia with a Bachelors Degree in Physical
Therapy/Physical Science. Mr. Foster has about twenty-one years of
combined security experience in various physical security areas. His
duties include Security Management; direct and administer Security
related programs in Federal, State, or Local Government. Worked with F
& M Distributors as a Detective/Loss Prevention Specialist.
Monitored customers and employee activity via surveillance camera as well
as plain clothes floor detail. Mr. Foster was the Lead Physical
Security Specialist at TRW Incorporated. At Wackenhut/Areawide Mr. Foster was the Project Manager and
served as Senior Management/Staff Supervisor under the general
Operations Manager. At Cotton & Krahling
Special Services, Inc. Mr. Foster worked as an Armed Escort and Private
Detective.
Quality Control Manager:
Donna Ford
Ms. Ford has been in the security business for more than 20 years.
She is a qualified Armed Special Police Officer with various training
and certifications. Her qualifications include; weapons training;
American Red Cross certification in first aid, infant and child CPR,
and adult CPR/AED; OCA training; and MEB certification, and GSA
certification. She has strong leadership and management qualities, and
has served Project Manager on a startup contract for ATF (Alcohol
Tobacco Firearm and Explosive). As Director of Quality Control, she
ensures that policies and procedures are consistent with contract
requirements by performing random inspections, audits, and submits
daily reports of findings to the President. She currently holds a Top
Secret (SCI) Clearance.
